Scott Air Force Base Named Home of Personal Property Command

SCOTT AIR FORCE BASE — The Secretary of War Pete Hegseth announced on Jan. 23 that Scott Air Force Base has been selected as the home of the new Personal Property Activity (PPA), a command created to oversee and reform how household goods are moved for military personnel and civilian employees across the Department of War.

In the announcement on X, formerly known as Twitter, Hegseth said “Effective immediately, I am designating this activity, which is personal property activity, as a department of war special activity. It will be a permanent solution for all service members who move. It will be headquartered in Scott Air Force Base in Illinois and established by May first.”

The decision follows what officials described as the success of the Permanent Change of Station Joint Task Force (PCS JTF), which was established to address longstanding issues with military relocations and the shipment of household goods.

The new command will consolidate all functions of the Defense Personal Property Program from across the military departments into a single organization intended to provide clearer accountability and faster problem resolution.

This essentially means that this command will assist military members in transferring their belongings when required to move.

Hegseth has named Maj. Gen. Lance Curtis as the first commander of the PPA.

Following the announcement, Curtis said the reform is aimed at eliminating distractions that can affect operational readiness.

“When our warfighters are worried about their household goods, they aren’t focused on their mission,” Curtis said. “We are ending that distraction. Mission readiness is non-negotiable.”

Although headquartered at Scott Air Force Base, the PPA will serve Department of War personnel worldwide as they relocate to new duty stations, a process commonly known as a permanent change of station, or PCS, move.

According to the announcement, the PPA will include its own acquisition, legal and resource management teams. Officials say these added capabilities will allow the organization to act more quickly, hold moving companies accountable and improve the overall relocation experience for service members, civilian employees and their families.

Curtis emphasized that the goal is to return time and focus to those serving.

“Every minute a service member spends fighting a household goods issue is a minute they aren’t focused on the mission,” he said. “Our job is to give them that time back.”

    I’m not sure what the PPA is going to be in charge of. USTRANSCOM already runs the Defense Personal Property Program out of Scott AFB. I worked on it for many years. It seems like more of a consolidation of efforts throughout the military/civilian agencies. Surely hope their efforts bring about lasting change. -tk

    From what I understand the department of War was the original name for the Department of Defense some President changed the name way back in the 1940s and then it became the new name Department of Defense because it sounded like a nicer name instead of Department of War since we were not look or engage in war anymore.

      It was changed by an act of Congress and signed by President the way all laws are passed. It’s legal name is the Department of Defense and the position is the Secretary of Defense since 1947 and has not legally been changed. The lies continue from these people

        As a military family member who survived more PCS moves than I care to remember, this is an awesome move! We had movers destroy our furniture completely and we have zero recourse than to file paperwork… we got less than current value on the living room furniture and children’s beds that were destroyed on our move from NAF Detroit to NAS Norfolk. As a middle enlisted family (at the time) we also were missing several boxes, that “disappeared”. We NEVER were reimbursed. So, if this works to help military families… then go for it! We deserve to have our household hoods arrive intact, and ALL in the same shape as they left our housing units. A little respect for the families that follow our Service Members around, as they serve, would be nice.

      The original Department of War was the Army, later including the Army Air Corps. The only other military was the Next, including the Marines
      After World War II, the military was restructured into the Army, Navy, Marine Corps and Air Force, each with four-star Chief of staff and a civilian secretary — with the new position of Secretary of Defense over all.
      It’s legally still Department of Defense — only Congress can change that, and they have not.

    I was tired of the lack of accountability of the people packing my property during my many PCS. The employees were very questionable at most. TMO was of no help. My model airplane collection was being decimated, and damages were not comparable to the losses.

      Taking care of soldiers and their family during a PCS move is of high importance. My household goods got damaged and lost and all I got was sorry and a depreciation of many of my sentimental values. That was not good and at that time I was ready to leave the military because the system showed me they did not care

        I’m a logistical contractor that move Fort Jackson and Shaw AFB, SC military personnel and their families. This is a good move to centralize the procedures and metrics to ensure streamline and cost savings. It’s a mess and many large contractor robbing government like we’re blind.     One thing I know for sure is this administration never does anything that’s not meant to serve their own benefits. It’s always an evil ulterior motive that’s going screw people over or serve some type of nefarious meaning.
